The Taskforce's Findings
The Taskforce has concluded there are major issues that need to be addressed. They may be summarised as:
- There is no common vision for New Zealand recreation and sport.
- The current recreation and sport structures are fragmented and lack integration, coordination and leadership.
- There is a clear need to change the organisation of recreation and sport and its delivery at national and regional levels.
- Coaching is in urgent need of support and development.
- Regional delivery needs support, extension, greater local community integration, stronger linkages with the central body and clear support for volunteer development.
- The education sector's approach to physical activity, recreation and sport is grossly inadequate.
- Participation levels are too low and many New Zealanders are unable to fully participate in recreation and/or sport.
- Government provides insufficient direction and resources.
- Local government needs to play a more cooperative role with regional recreation and sport agencies.
- There is a lack of coordination, dissemination and use of research in recreation and sport.
New Zealanders have expressed a unified voice for recreation and sport to move forward with a clear and cohesive vision. This vision must have the commitment of major sector organisations and the Government. New Zealanders have also expressed a desire to implement initiatives that enhance and sustain an active nation.
Physical activity is integral to recreation and sport and its benefits are noted across the world. New Zealanders must engage in greater levels of physical activity. After listening to a wide range of New Zealanders, the Taskforce's view is emphatic. Drastic action is imperative.
The Vision
The vision shaped by the Taskforce for recreation and sport sets a direction for the next 25 years.
Implicit in the realisation of this vision for recreation and sport are:
- access for all
- an education system that places value and emphasis on positive health, physical activity and physical education
- a health system that places value and emphasis on wellness rather than illness
- support by local and central government
- the development and maintenance of appropriate resources
- individual choice
- a belief in the holistic development of active New Zealanders
The realisation of the vision requires ongoing resourcing coupled with strong leadership, co-operation and patience by the many stakeholders in recreation and sport. Many of the proposals put forward are long-term strategies that will not produce tangible results for some time.
Leadership and support by government with respect to recreation and sport should be based upon a commitment to the nation's health and the vision of an active New Zealand. In taking the country forward the Government's actions will generate physical activity and a healthier nation, be influential in shifting public attitudes, reduce future expenditure, maximise the benefits arising from public good investment, and support equity of access.
As all political parties support the advancement of good health and a physically active community, this report is designed as the long-term basis for action by governments regardless of their political persuasion.
