  Conclusion


I am signalling a shift in direction.

It starts with public acknowledgement of the gap between our clean, green image and the reality today. We need to see a healthy environment as an economic opportunity, not just a cost.

This means working from the bottom up – through community awareness programmes such as the Rio+10 programme – and from the top down – through stronger leadership, national standards, and improved capacity in our institutions. It means building on the working partnerships we have with local government and iwi.

Together we can realise my vision of making our clean and green image a reality.
