We need to become a more innovative, more confident, more flexible economy which is able to compete successfully on the international scene. This document establishes a framework to do that. It draws on the recommendations of the various reports received by the government in the past year.

In May 2001 the Prime Minister asked the Science & Innovation Advisory Council (SIAC) to develop an innovation strategy and action plan to feed into Government’s policy development. SIAC published a Proposed Innovation Framework for New Zealand and an accompanying Innovation Report Card, setting out New Zealand’s performance in relation to key indicators, in August 2001. SIAC invited feedback on the draft report, and presented this, the final report, to the Prime Minister in December 2001.
