Alternative payment arrangement An agreement to pay for using the road by a means other than the
'levy system' (see 'levy system')
Amenity In this context, things on or around the road for recreational, aesthetic or community use, but
not for the purpose of providing the road. Examples are statues, gardens and bus shelters

CMA See Corridor Management Agreement
Corridor Management Agreement An agreement between either Transit and a local authority, or
between a local road company and a local authority to provide the link between the management of
the road and the operations of the local authority
Designations A designation is a provision made in a district plan that sets aside a parcel of land to
provide for public works and certain types of network activities, such as road transport
Establishment boards Entities appointed to set up Transit New Zealand Limited, Transfund New
Zealand Limited and local road companies
Establishment Commission The entity that would be established to, amongst other things determine
the local road companies' boundaries, appoint the local road companies' establishment boards and
approve their plans
FED See Fuel Excise Duty
Fuel Excise Duty 32.3 cents per litre of the price of petrol is a tax, of which 13.6 cents go to road funding,
the remainder going into the Government's general revenue and ACC
Land Transport Fund A term describing the amount raised from RUC and FED available for roading,
motor vehicle registration and licensing fees (less collection costs) that pays for road safety, Transfund's
road costs, passenger transport subsidies and alternatives to roading
Levy system The Road Use Levy, Vehicle Levy, Road User Charges and the Area Road Use Levy that would
be paid to Transfund for road use under the proposal
Local road companies Companies formed from merging the 74 territorial local authorities' roading activities
National Roads Board The predecessor to Transit New Zealand
Network utility operator Any person who undertakes or proposes to undertake certain network
operations including any person who constructs, operates or proposes to construct or operate a road
Order-in-Council A regulation is made by Order-in-Council. Cabinet approves the regulations before
they are made
Paper roads Areas shown on survey maps that are set aside for possible future roads
Passenger transport levy A levy to fund public transport which would be able to be collected by
regional councils from public road companies and some other specified road providers
Public road companies The collective name for local road companies and Transit
Requiring authorities Ministers of the Crown, regional and local authorities, and network utility
operators that have been approved by the Minister for the Environment as requiring authorities.
Requiring authorities can use the designation provisions in the Resource Management Act 1991
Road corridor The area from the boundary on one side of the road to the boundary on the other side of
the road, commonly called the road reserve
Road improvements Any material or property used to form a road or let road users move along it,
including pavements, seal, bridges and signs
Road service providers Public road companies plus others that provide roads generally available for
public use
Road Use Levy Charge on petrol, CNG and LPG for use of roads
Road User Charges (RUC) Distance and weight charges on heavy vehicles and light diesel vehicles
