PROPOSED PROGRAMMES

The 22 strategies will support four major new programmes described below, in addition to other programmes which will be developed as required.

Programme 1 Environmental Change.
This addresses the changes to both the internal and external environment needed to ensure the achievement of goals. It will encompass the strategies related to attitude changes, legislation changes and education programmes as well as public initiatives, Police visibility and response to community needs.

Programme 2 Improving Police Operations.

This addresses the operational strategies needed to improve overall policing effectiveness. It will encompass co-operation with other agencies, emphasis on problem solving, involvement of communities in road safety, targeted enforcement, access to intelligence, reinforcement of specialist investigations capability and incorporation of road safety strategies.

Programme 3 Organisational Development.
This addresses the need to ensure the organisation as a whole, and its business processes, are structured or engineered in a way that empowers individuals to meet organisational objectives. It covers organisational devolution, performance measures, recruitment and training and industrial/personnel issues

Programme 4 Effective Resource Management.
This programme addresses the need for significant improvement in operational efficiency and resource use. It covers management information, resource allocation, use of technology and the need to compete successfully for resources. It will also be responsible for establishing the research capability.

IMPLEMENTATION

Implementation of strategies will be based on a two pronged process:
(a) Direct Implementation, through existing processes.
Strategies will be incorporated into the annual plans at Headquarters, Regional and District levels so that these plans reflect the overall direction of the organisation.

(b) Implementation Management, through specific structures.
The responsibility for facilitating the ongoing validation process for the Strategic Plan will remain with the National Planning Unit.

The Chief Staff Officer will be primarily responsible to the Commissioner for progress towards the achievement of strategic goals. The Policing Development Group, under the stewardship of the Chief Staff Officer, will facilitate the initial management of the process and provide consultative support to managers within the first two years.

Monitoring and reporting on progress will become the prime responsibility of Management Review.

Relationship with Existing Programmes.

The Police 5 year strategic plan is entirely consistent with and provides further support to the community orientated policing programme. Other programmes and initiatives will be integrated with and complementary to the strategic planning process.

Implementation Principles.

The following principles will guide the management of the implementation process:

  1. The programmes require bottom up consultation and co-ordination at Regional and District level.
  2. Sufficient financial resources need to be allocated to ensure overall programme success.
  3. Programme progress to be monitored within predetermined reporting framework by Management Review.
  4. Intermediate targets to be established and reported against, as well as the overall programme objectives and time-frame.
  5. The Policing Development Group provides direction, impetus and advocacy for the programme. Programme resources need to be provided from within existing Police organisational structures.
  6. The programmes need to be supported throughout the whole organisation-at senior management level and by all Police.
  7. Consultation and interaction with service organisations at all levels will be an important part of the implementation process.
